Defining are the means of transportation:

Elevated Hyperloop. ( >1000km/h .)
Elevated and possibly attached a non-vacuumed network of highways. ( ~175km/h .)
Then on the ground a low speed network of roads built of special hexagons that let through growing vegetation. ( ~50km/h .)

Also:

Special vehicles with retractable wheels that can turn into pods.
Ships are robots going to robot-ports.
Flying drones are probably too disturbing.

This system might lead to a richer cultivation of the landscape. I have tried to depict this in the drawing. Think of roads and cattle easily intermingling, better cross-pollination in this more open landscape, waterways flowing more naturally or maybe even roads that can turn into waterways by clever drainage planning.

To maintain this silence some state planning: city, country, and research facilities incorporated.
